CHCN Executive Team

Prior to serving at CHCN, Andie worked at the California Primary Care Association (CPCA) for nearly 15 years working to advance the mission of community health centers statewide. For the last decade she worked to build and advanced a payment reform initiative for health centers in California. Her last role at CPCA was as the Senior Vice President for Strategy, Integration and System Impact.

Andie’s background includes public policy, community organizing, advocacy, and membership engagement. She has an undergraduate degree from the University of Illinois at Chicago, and a master’s degree in Public Policy from the Humphrey Institute of Public Affairs (UMN).

Fernan brings over 15 years of healthcare industry experience, spanning both clinical and technical domains. Prior to CHCN, Fernan has served as a contract Chief Information Officer for Federally Qualified Health Centers including LifeLong Medical Care and Sunshine Community Clinic, and partnered with Primary Care Associations and Health Center Controlled Networks nationally to support their member health centers.

Fernan holds a Bachelor of Science in Nursing from Barry University.

Steve brings more than 30 years of experience in the healthcare field as a clinician, executive and thought leader and is passionate about helping to reduce the amount of suffering in the world by developing and providing high quality, patient focused clinical services

His background includes experience in mental health and substance abuse treatment facilities and programs, public sector mental health programs, managed healthcare and EAP organizations and several health technology startups.

Steve holds an undergraduate degree from Santa Clara University, a master’s degree in Social Welfare from UC Berkeley and a master’s degree in Healthcare Administration from The University of Southern California.

Additionally, he is a Licensed Clinical Social Worker and a Certified Professional in Healthcare Quality.

Tri Do, MD, MPH, FACP came to the United States as a refugee from Viet-Nam and grew up in Hayward. He graduated from Boston University School of Medicine and completed an Internal Medicine residency at Santa Clara Valley Medical Center. After residency, he completed an HIV research fellowship at the University of California, San Francisco and graduated from the University of California, Berkeley with a master’s in public health with a focus in epidemiology/biostatistics.

He stayed on as a professor at UCSF through NIH-funded research studies, where he maintains a faculty appointment. His independent research at UCSF has focused on the social and systems-level correlates of HIV and other health disparities in LGBTQ+ populations and communities of color. The research seeks to advance the science of how social and structural factors affect: 1) accessibility of appropriate health services, 2) utilization of healthcare services, and 3) individuals’ health outcomes.

He has served as the global head of clinical science at Roche Diagnostics, overseeing the conceptualization, design, and execution of numerous clinical trials and FDA and global approvals for new molecular tests in infectious diseases, oncology, and precision medicine. His work in HIV public health culminated in an announcement at the United Nations of a multilateral agreement with the US government, the Global Fund, WHO, UNAIDS, the Clinton Health Access Initiative, and others to provide sustainably priced diagnostics to developing countries heavily impacted by the HIV epidemic.

Dr. Do is formerly the chief medical officer at the San Francisco Community Health Center and medical director of HealthRIGHT 360. In those roles, he led the growth of federally qualified health centers serving key populations including women, LGBTQ+ people, communities of color, immigrants, low-income persons, homeless individuals, people who use drugs, sex workers and formerly incarcerated individuals. He continues to provide care for people living with HIV. He has served on the board of numerous non-profit health organizations advancing health equity and access.

Michael is a Human Resources/Management Professional and former Naval Officer with over 10 years of experience leading people and empowering teams. He received a BS in Anthropology from Tulane University, an MBA from New Mexico Highlands University, and holds senior level HR certifications from the Human Resource Certification Institute and the Society for Human Resources Management. Michael has prior experience as the Human Resources Director for an FQHC in his home state of New Mexico and is excited to continue to work in the community health center sphere.

Before serving at CHCN, Rogers dedicated thirty-two years to working within the second largest public health system nationally, the Los Angeles County – Department of Health Services (LA-DHS), where he provided financial oversight, strategy, and reporting. In his later years with LA-DHS, he served as CFO of the county-operated health plan (Community Health Plan) and then as CFO of the county-operated management services organization (DHS – Managed Care Services). He most recently furnished managed care finance and population health consulting to health plans and health systems, including Alameda Health System.

Rogers has in-depth experience in working and negotiating with health plan executives, government officials, hospital administrators, physician groups, managed services organizations, and many other finance, clinical, managed care, and health care professionals.

Rogers holds a BS in Accounting from California State University, Los Angeles.

Toni brings nearly two decades of experience in state-level government affairs, public policy work, and political engagement, with a focus on safety-net healthcare and human services policy and funding mechanisms. Most recently, Toni served as a regional government affairs manager for the National Service Office for Nurse-Family Partnership and Child First, two evidence-based maternal, infant & early childhood home visiting programs that improve families’ health, reduce child abuse, and increase families’ self-sufficiency. Prior to that, Ms. Panetta served as director of mission programs for Susan G. Komen Colorado, where she was responsible for managing state-level public policy efforts and a $2 million annual grant portfolio to reduce disparities in breast cancer outcomes, and as political director for NARAL Pro-Choice Colorado Inc. & NARAL Pro-Choice Colorado Foundation, where she managed the organizations’ elections and public policy programs to increase access to the full spectrum of reproductive health services. A Colorado native, Toni is a runner, hiker & kayaker; and a lover of outdoor music festivals, travel, and flavorful food.
